I read "prove a certain level of maturity and demonstrate an understanding of their acts having consequences" and immediately noted it was talking about maturity in gerneral, not just sexually. Therefore, the test would have to show that you clearly recognize cause and affect and can communicate that understanding to your testers. I can think of host of physical and mental dissabilities that would prevent someone from either having the faculties required for the thought process itself or being able to communicate those processes.
