I've got one that will do NTSC, PAL, CPAL, and the other one I can't remember the name of right now. The sending stuff back part, if it's VHS as you said, I've seen international TVs that will work all over the world but they aren't at the average department store. Multiple DVD drives in your computer set to different regions should handle the region code issue. You can get a "regionless" or "region 0" DVD player but there are some DVDs out there these days that will refuse to play on a regionless player. They're rare and the refusing program doesn't work on all players. I like digital.
