Until one becomes a self sufficient, contributing member of society - one does not have the right to make some kinds of decisions. If you are not capable of fully handling the consequences of your decisions and actions, then that decision or action may very well violate the rights of those forced to pick up the pieces.

Eventually, we have to let people make their own decisions or we can't call ourselves a democracy. the problem is balancing Individual freedoms with Societal needs. We want to discourage behavior which may be a drain on th eresources of the society as a whole without rmeoving choice completely. The idea is to limit the damaging actions and set a threshold to limit risk.
