As long as the child is considered a minor, the parents are responsible for his/her activities. However, it is neither possible nor desirable for the parents to Big Brother their children 24/7.

If an adult does something stupid, he is responsible for what he did, and he was aware of doing it (and if not - his problem)

So the model is: things that parents commonly don't wnat their kids to do, are restricted by law - i.e. it's prohibited to MAKE AVAILABLE alcoholic beverages to minors, but not for minors to DRINK them.
