There are laws against public drunkenness, and bartenders to cut you off and/or call police. However, you put two teens in a room with a couple 40's they managed to snag, and they'll drink every drop, and either pass out in the room, choking on their own vomit, or end up stumbling into the streets. Give them the option to drink socially in a public, legal, and regulated environment.
