The only rule exampled was when sex is consensual. There are many countries that don't have limits on this activity and it causes many physical problems with the children involved. Usually it winds up being that the child gets pregnent and sufferes extreme difficulty in delivery causing severe, lasting damage to the pelvic region. Therefore, to help prevent such damage, we need a rule as to when a person is physically capable of being pregnent. Age is a good standard.
On drinking: Some are more able to handle alcohol than others. Some can handle it at a younger age than others. Again, age is a good reference here. Sometime between 18 and 21 seems to be when the 'majority' of people can adiquatly handle their liquor.
On marriage: It is a rule that no one closer than 3rd cousins can marry. Again, this is based on experience and biology. Children produced from parents that are, themselves, too closely related allow certain recessive genes that produce genetic disorders to surface. This was evident in the Pharoes of ancient Egypt.
Finally, rules help create an orderly society. However, there is a delecate balance between being too lax and too strict. Some things demand the influence of a parent and the government allows that: I had to sign to allow my 17-year-old daughter to marry. The rule was that she had to be 18 to marry on her own. But they allowed her to marry because someone knowledgeable of the situation made an informed decision.
