That is somewhat harshe. That's like Finland in the 50:s.

The age limit for beer and tobacco here in Finland is now 18. Tobacco used to be 16 some 7 years ago. You can enter liqour stores at any age, but you can't buy anything of course. For stronger liqour say 30%- you have to be 20.

Pubs and taverns are another story. The minimum age of entering is 18, but depending on the pubs target customers they might not let in people under 24. This is to profile the said pub/tavern/night club to be for older adults while those who let in 18-year olds are profiled for ages 18-20. When at 20 you don't even consider going to those places anymore. There are places who are not so strict about the 18 rule, but if they get caught it's the establishment that gets fined or they could even lose their liqourselling permits so they are pretty strict.
