The Smiling Man simply is steering the goons to Sid because he's the only posessor of tiny bits of paper. Card chad, shredded documents, by the time the goons figure it out, Sid most likely will be out of a few more of his beloved punchcards. And since Sid and the Smiling Man have an unsettled grudge, it's the old time-honored tactic of siccing your enemies on your enemies. Fnord.
