Anyway, they could start eating meat again at the next meal. You are really talking about their volition, rather than natural behavior. And their volition can change at, ahem, will.

So can you only be called a vegetarian so long as you do not eat meat? Not quite. Because you could simply be starving to death. That does not make you a vegetarian.

What about someone who is only eating vegetables? Well, you might just be doing so for the moment. Plenty of omnivores will do that. Heck, even some carnivores eat plants from time to time.

It requires personal determination, and that is not something an outside observer can verify, other than by watching you as you eat.

Not to mention that the label "vegetarian" implies "one who eats vegetables to the exclusion of other things". Even though common usage specifically refers to "anti-meat eaters", it makes more sense to refer to what you actually eat. So drinking water would disqualify you. ;-P
