Hydrogen peroxide is Not stable. Even exposure to light is enough to cause it to break down. That is why it is sold in dark bottles.

While you are right that it is sold in dilute solutions because of its reactivity rather than its instability, you are wrong in thinking that it has a special affinity for carbon. It will react with anything that pure oxygen would react with. After all, it is just water with an extra oxygen atom bonded very loosely to it.
