Oxygen has 6 electrons in its outermost shell, and wants 8 to be stable. It therefore bonds easily with another oxygen and shares 4 electrons, 2 pairs. This is called a double covalent bond and is pretty sturdy. Another well-known covalent bond is H2O, where the two hydrogen atoms each supply one of the electrons the oxygen desires.
