ANY ceremony resulting in a particular legal status MUST be handled by someone with proper governmental authority - and responsibility - to do so.

No matter how long a priest studied to be a good Catholic, he should pass whatever standardized state requirements are necessary in order to perform that function.

He should also be paid for performing that function by public funds, as any government official is.

He should also be prohibited from denying people from using his services based on the usual illegal discriminatory reasons.

Of course, that is all just wishful thinking, but what if...
