...not allow anyone outside of a government capacity to sign a marriage license. If marriages are strictly legal contracts, religion has no place getting involved in the legal paperwork.

You want to get married in your faith? Fine, but first you have to have your license signed and made legal by a legal representative of a legal government and keep church and state separate. If you don't want to be legally married for whatever reason but you want to be spiritually married (such as a handfasting in Wicca), swell. Go to your High Priest/ess and get hitched but don't go to City Hall or wherever and fill out the legal paperwork.

It's strange but marriage seems to be the main place where this is a problem. Your priest can give you Last Rites but only a Coroner or Medical Examiner can declare you legally dead. I'm not too familiar with birth registry but I'm pretty sure someone from the hospital or a midwife has to fill out some paperwork. I don't think many municipalities take baptismal certificates anymore. I could be wrong because I dislike offspring and know more about death than birth.

Get the clergy out of legalizing marriages. I'd do some research but I don't have time. I wonder what else they have their grubby hooks into.
