The government does not, and should not, give a dang about what religion you claim to be. And to my knowledge those certificates offer absolutly no legal authority until the certificate holder is properly registred with the state of residence. For that matter I don't think you don't even have to have a certificate from anywhere to register with a state in order to perform weddings. It's rather like being a notary public.
