You are clergy by piece of paper and not by effort or calling. If you have $10 and can fill out an application, you get a chunk of paper that has legal weight but is worthless spiritually. I honestly can't believe the US government lets "paper priests" perform ceremonies or enjoy any of the rights that legitimate clergy have worked for.
I'm not familiar with the structures in other religions, but in Wicca, you have to work your way up to High Priest or Priestess. In my tradition, there are four levels you have to go through to get there. Each level requires a year and a day of commitment at least and in my coven, written tests of knowledge and for those who wish to become clergy, a "great work" that they can prove had a beneficial effect on society.
Isn't it true that Catholic priests spend years in seminary studying before they're handed the responsibilities of clergy? I respect them for that.
