If it is a state university then the tuition is probably lower than most of the other universities in the area. This policy basicaly forces poor people to take this course. Most state universities are funded by tax dollars and grants. I read in the employee newsletter, that the University of Louisville (my employer) gets 15% of its budget from tuition. This means that most of the students are poor people from the city that want something better. I bet UNC is no different.
