I played American Football in the UKAFL as nose tackle/center for the "Tamworth Trojans" between 1986-1990 (If there are any old fans looking in: yes, I am Gary "Scarecrow" Allen). I also played rugby as t/h prop for various teams between 1990 and 1998 so I know more than a little bit about both games. When I switched to rugby I damn near got my neck broke and half-killed the poor plebs I was tackling because I "forgot" I was not wearing helmet & pads. A couple of broken noses later I learned to tackle properly. The major difference isw that Americn football players use their padding as a weapon and "hit" their opponents from the front. Rugby players check a little and tackle from the sides. Rugby is a more skillful game and the introduction of padding would detract from the skill. Also rugby players are constantly on the field for 80 minutes with only a 10 minute break, padding would slow the players down to a crawl.

I personally enjoyed playing American Football (specially on defense) slightly more than rugby. There is very little to choose between the two as far as toughness goes. Martin Johnstone would make a great defensive end and Walter Payton would have made a brilliant full-back.
