That just means that Joe whoever owns the copyrights for that particular version which then cnn has the rights on their newscast the same as before.

In the end what it comes down to is there is also a right to use law in the US. It more or less entitles you do keep things for your own private use, so if you wanted to keep it so you could listen to that's within the rights (So long as you don't modify it). Now as far as you posting it on your website - that's a public stomping ground and pushing the law a little too far. You could probably just e-mail CNN and ask them - since they were the final one using it they would most likely be able to grant permission. It seems likely that they won't care so long as you make note that it was their property, but you should check if you want to be proper about it.
