Because she picked up the phone and punched in a friend's number without bothering to listen first. I can't get back on because she won't put the phone down. She does this nonstop all day" Apparently, the room-mate is trying to place voice calls as well. This is part of the problem. If the phone line was used strictly for data calls, then your answer is 100% correct, a router would be the perfect solution.
