Router will not work here. The room-mate uses the phone for audio calls (the old way). You need a lock-out so that you (or her) have 100% control over the phone line. It can be as simple as a double-throw double-pole toggle switch. The problem is, where to put it. You need to put the switch on the main line coming into the house & where the phone line is being split. The main line goes the the 2 center terminals on the switch. The split lines, to your phone and her phone, go to the end terminals, one pair on each side. Flip the switch and the line is yours 100%.
Note: The phone line runs constantly at -48v DC. When the phone rings, you will get ~90v AC on the line. Neither voltage is high current, but don't do this in your bare feet on the concrete floor okay? You might get a nasty shock. Make sure that the pair of wires are not shorted to each other either.
