My understanding is that they are required to prove they are no longer in the possession of any brain, or other feature which allows them to make decisions for themselves. Obviously, this is why Clinton was impeached, as his penis was definitely making decisions. Typically, would-be politicians prove the absence of decision making faculties by making wild and obviously thought deprived promises during the early stages of the campaign, but petty crimes and personal scandel can also qualify the individual.
These rules ar in place due to the extreme amount of danger a politician thinking for himself poses.
