You want to add a string (reg_sz) value in HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon\. Call the value Shell. Its data should be the program you want to use for the shell (eg progman.exe). If it's not in the Path you should put in the full path to the shell (c:\mozilla\mozilla.exe or whatever).

You can also change the equivalent value in HKEY_CURRENT_USER to change the shell for one user. (HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon\)
