Microsoft owns the copyright on Windows, and they give you a license to use it if you pay. Linus Torvalds and a whole bunch of other programmers own the copyright on Linux, and they give you a license to use it, distribute it, study it and modify it if you don't try to stop other people from doing so too. What everyone owns is said to be in the public domain. GPL is not public domain.
