What is the Biblical foundation of the Catholic form of confession? Jesus said to pray to God through him. There is no mention of a priest in that. Protestants don't have confession as such. When you sin, you must repent your sin and pray to God for forgiveness in Jesus name. No ceremony or priest needed, just repentance and a relationship with Jesus.
