He's made to feel bad for things which are not his fault, and for having responsible parents who recognize their responsibility as *his* parent (unlike the people who produced the HIV positive kid...) Teachers and other authority figures will shun and persecute him.

Tommy doesn't need to be taught anything. Tommy doesn't have a deadly disease. Tommy, if he manages to avoid being infected, will grow up to (most likely) be a productive member of society and one day produce his own children. Will Bobby even live to grow up? Risk all of Tommy's future so Bobby doesn't feel bad?
