He's made to feel bad for things which are not his fault, and for having responsible parents who recognize their responsibility as his parent (unlike the people who produced the HIV positive kid...) Teachers and other authority figures will shun and persecute him. Tommy doesn't need to be taught anything. Tommy doesn't have a deadly disease. Tommy, if he manages to avoid being infected, will grow up to (most likely) be a productive member of society and one day produce his own children. Will Bobby even live to grow up? Risk all of Tommy's future so Bobby doesn't feel bad?
