There's no way to test that many people, much less house and support them all. Not to mention the fact that suddenly removing that many people from a country's population would obliterate its economy and social structure. And then there are the civil rights issues. Trying to do something like that would very likely cause more problems than it solves.

Besides, you said yourself that this is a problem of education, right?
