The government in the US is only in charge of educating children if parents ignore that responsibility. It is quite possible for a parent to be responsible for their child's education. They can use the public education system, a private school of their choice, or in most states, choose to personally educate their child (home schooling). Using a public school can be useful in many places, though I fear that the system is breaking down. Many private schools are good, but can sometimes be expensive. Home schooling can only be done if the parents are willing to put a great deal of time and effort into educating their children. Regardless though, a good parent in the US has all the tools they need to ensure that their child gets an excellent education.

On your other reason not to spawn, as long as you don't seperate from you wife, its not really an issue. Of course, if you can't manage that level of commitment, then I too will agree that it would be better if you refrained from spawning. There are plenty of studies showing the damage that parental seperation does to a child.
