My friend Dave told me that when he was a child, he would sneak out of bed and hide behind his dad's chair to watch TV. About a minute later, his dad would say, "Go to bed, Dave." Dave couldn't figure out how his dad always knew he was there.
One night, Dave didn't go back to bed. About 10 minutes later, "Go to bed, Dave." Turns out that Daddoo never knew he was there. He just figured it would happen at some point, so he said it periodically to catch Dave.
So perhaps the gummint is just saying this to 1) make al-Qaeda nervous, and 2) make the populace calm.
Note that I don't really subscribe to this theory. Just a random thought.
