Also, if they know if they are being watched, maybe they'll realize that they CAN'T get away with things they thought they could. Yeah, it just means the'll be sneakier, but I would like to believe that this is also a better means of deterring them as well.
Maybe I'm just being too much of an optomist, but I'd like to think that somehow we can do something to stop this BEFORE someone else gets hurt.
