There seems to be some confusion here on this question: ethics is a moral code or a set of moral principles: this is a highly personal and abstract entity. You can't jail or fine someone for being "unethical" (at least not yet).

If you intentionally falsify documents presented in the context of a business relationship, that's fraud. There are already laws against fraud.
