The US hasn't shown itself anxious to use "nuclear/chemical weapons. Or biological weapons, for that matter". Neither have any of the other powers named. And everyone was threatening Pakistan with trade sanctions when it started testing nukes. Given Sadaam's proven willingness to use any ans l weapons at his disposal against his neighbors and even his own people, treating him like other more "responsible" nations simply wouldn't do.
