It's actually a bit hard.
You have to live here (in Switzerland) for 12 years and 4 years in the the commune you wish to apply to.
You apply to the commune (township) where you live. They decide if they want you as a citizen (They can ask you to come and defend your application before a comity). If they agree they pass on the recomendation on to the canton (the state). If the canton approuves they tell the confederation(the country) that they would like to adopt a new citizen.
This amounts to about a year's worth of various paper work.
After that you get welcomed into the community and given citizenship.

But the other big problem is getting the permit to live here in the first place. after all we are a very small country, it's not really easy to fit more people in.
