since it's a BIOS call to perform a system warm boot! And since it's a BIOS call, it's not 'Windows' either! If you really want to get rid of annoying users, give them a copy of "Windows ### for Dummies" and "Hooked on Phonics". They'll be sufficiently insulted/outraged that they will never bother you again. (if you are a support person, you might never work again either ;-)
