Our laws apply INSIDE our State, but when we commit crimes outside that boundary, we either submit to the other country's law or to a global law.

The choice would probably depend on the particular offense.

In general, the global court would almost certainly be more impartial than an individual country.

You can't make your own laws apply outside your State - that's asinine.
