Iraq's leaders are starving their people. The sactions against Iraq are not the cause. And the quote from Albright has been being pulled out of context since she made it. The question was whether the sactions were justifieable, considering the fact that many in Iraq were starving to death. Her response was that they were. The context though is that there have been a number of programs to try to feed the Iraqi people. Little of this food makes it to the people. There are exceptions in place to allow for the purchase of food by Iraq, but they are not taken advantage of. By keeping the people hungery, and blaming America, Sadaam manages to maintain a strong power base among his people. In many areas of the world, the leaders are not convinced that it is in their best interests to have a strong economy. These leaders instead try to stip as much wealth as possible for themselves. Huge amounts of money that are intended for the needy in foreign countries end up in the pocket of someone in power. Without removing these leaders, it is difficult to help the people. Afganistan is a good example in that the removal of the leadership was required before support could effectively be offered to the people.
