Even if Saddam had been removed several years ago there would very likely be others standing ready to take on exactly what he now stands for. Simply because the culture and traditions in the middle-east is more permitting towards violent acts to get what one "deserves" or wants.

Even with more humanitarian leaders it will be a very long process before Iraq is the peaceful country the world would like it to be. And I just don't think bombing the country into oblivion and killing the leaders we dislike is the way to help that change along...

But maybe I'm just naive. (I hope not...)
