There was a lot of social pressures behind WWII that would probably still have erupted into war even if the lobotomy you propose had been performed. In fact that reminds me of a short story about time travel. A man is sent back in time and to assasinate The Führer as a boy. And when he comes back, filled with triumph, he is met by those who sent him and they all scream at him that they got the wrong man. Who was this Hans Gruber he has savagely killed? And he found then that all that had changed was the name of the leader. The war had still happened.
