I was going to be all funny and say lawful evil, but your assesment might be closer.
I think lawful neutral is closer.

Not a strong sense of right or wrong, or alignement in either direction. Lawful in that he will follow the 'rules' of the game. Also, he thrives in the structure given by rules.
However, if he can twist the rules to accomplish his personal goals, he will. Thus Lawful Neutral.

Chaotic Neutral would indicate he'd like all rules dismissed, and no structure. This would remove some of his power. Not to his liking, I think. :)
