Since the global politics keep evolving we will need to have rules for the "mutual playground". If one country involved sticks to their own rules for discussing with France or Germany or Zimbabwe and another sticks to Their own rules the discussion would be endless and we would Never reach any conclusions other than "these two countries agree on this and theese three agree on another thing but then we have theese countries who feel This way...etc etc etc.".

Just like any daycare has to have rules for the daycare center and can not go by the rules of each family, the global politics need a common set of rules that can not be dictated by each single involved country.
