He is simply keeping that option open. Iraq is violating the agreement that ended the war by refusing weapon inspectors and refusing to respect the no fly zone patrols. Also, he pays large amounts of money to support Palestinian suicide bombers. We are not killing someone who is not doing any harm. For those of you who think it doesn't matter if Iraq abides by the terms of the peace agreement, I will remind you what happened when Germany was allowed to violate the treaty of Versaille.
