The moderating system was only started late 2000, IIRC. Before that, it was 'anything goes, but please be polite'. It was only because that was abused too many times, and got too many complaints, that the rules were set up. There were a lot of posts back then that would be modded immediately now.
The FYOS rule only goes back to the end of last year, when there were a lot of allegations about moderators supressing people's voices arbitrarily. I think it was Nea who first laied it down as a ground rule, but I could be wrong.
