My guess is that this is one of those simple replacement ciphers.

Stuff I noticed:
- Each word (4 bytes) is one character.
- The linebreaks exist just to make it look nicer.
- There are 33 different words. -> "A-Z" and " ,.-'!?"
- The total number of words is 216.

Enough characters for a bit of cryptanalysis I think. ;) If this assumptions are right, one would just have to find out, which word is which character. Some list of the frequency of certain characters in english texts may be helpful.
