Openening a port to the outside world, and opening one for localhost, is two different things. I mean, I can block all ports on my firewall, but I can still SSH to localhost, and I can still work on X (which by default connects to localhost).

There is no point in blocking ports on the loopback device, execpt in some very rare circumtances.
