The free publicity angle is a good one. Piracy is one way to gain market share (WordPerfect).

But you can't audit 'free' distribution to determine an artist's sales performance. Don't broadcasters pay ASCAP for the right to commercially broadcast music? (there's another one, but i can't remember it ATM)

Since webcasting is a commercial venture in which music is used to lure an audience to view/hear advertisments, the music industry wants compensation.

But this is *strictly* s private sector issue.
