I'd define it as making a copy for my own personal benefit only, eg a copy of a CD for the car (tape or CD) so you don't risk it getting stolen or heat-damaged, or an mp3 for my use only. That is "fair use" as covered by law at present. As soon as you make a copy for a friend, or allow them to take copies from a deliberately unsecured machine, then that's theft.

Current copyright law is perfectly adequate, no new legislation is needed. That's why I'm against the RIAA/MPAA and the DMCA, not because I want to get free music, but because they want to change the terms under which I have bought my entire (extensive) CD collection.
