Okay, my question timed out, but I'll give you all the answer:

It was the Pentagon. They realized that there is no single 100% U.S. owned radio (and I think TV too) manufacturer anymore, and if they'll start using the European Digital Broadcasting standard, they'll have to rely completely on others.

What if the Europeans and Japanese suddenly turned against the US?

And you know, even if (some of) the US citizens learned that there is no "spy time" anymore, the Pentagon is notorious paranoic, and prohibited collaboration with the EU on the digital broadcasting market.
