25 for PAL (Europe)

1. To make it incomatible (no joke)
2. Because the power distribution system in the US uses 60 Hz
so it's perfect sending 60 Half-Images for sync. (Europe uses 50 Hz)

3. PAL and NTSC have different resolutions, but the same bandwith usage
NTSC: 640x480 @ ~30 FPS
PAL: 768x576 @ 25 FPS


New Question:
Besides the higher resolution, why is PAL the more sophisticated TV system?
