maybe you got me wrong:

NT has 32 Interrupt Levels
User programs run in 0, 1, 2

the others are either mapped to the HW, available for own device drivers, or mapped to CPU fault, etc.

my question was which of those are reserved for the WinNT kernel, and can't be used for device drivers
