I'll quote someone from a mailing list I'm on. It's to do with flight simulators, but it goes neatly the other way...
"In order to fly an aircraft, you need your stick and rudder skills. By the same token, to use a computer, you need your basic mouse and drag'n'drop skills."
People like that are probably the best reason for a "Computer Driving Licence" ever - or simply a responsibility on employers to ensure that they employ people who can actually do their assigned jobs efficiently.
Employees should not be given computers to use unless their job demands it for some reason (the reason can be as simple as accessing information). But if they are then incapable of using the computer for that purpose, they shouldn't have been hired for that job, and should equally not be entitled to retain it.
