You should also have a soldering iron and some electrical tape.

The relay must have a coil rated at 9VDC, and should have at least one set of double-throw contacts (SPDT or DPDT - and just use one side)

The 'recipe':
Connect two longish pieces of wire to the relay coil - these are your SHOCK electrodes.
The - battery connector goes to one side of the the relay's coil.
Connect the other side of the coil to the common terminal of the relay's switch.
Connect the + battery connector to the normally closed side of the relay's switch.
Wrap the whole mess in electrical tape, leaving only the battery connector and two electrodes.

Connect a battery and let the fun begin!

You now have a poor-man's tazer.
Anything that comes in contact with the two electrodes will get a not-so-nice tingle :-)
